A little preparation will allow you to stay in Telegram if it is blocked and deleted from the App Store and Google Play.
SOCKS5 protocol
Using the SOCKS5 protocol is the easiest way to transfer data from the client to the server bypassing the lock. Layfhaker already told how to configure it in the desktop version of the messenger.
In applications for Android and iOS, SOCKS5 support appeared a little later. Open the “Settings” and go to the “Data and Storage” section.
Click on “Proxy” and enter the server address, port number, user name and password.
If there is no username and password, leave the lines blank. In the application on iOS, SOCKS5 is configured in the same way.

When selecting, consider the type of server – you need SOCKS5.
VPN
Proxies do not provide anonymity, but only enable you to connect to Telegram servers if IP addresses are blocked. For anonymity, the messenger has secret chat rooms, but you can achieve full protection by using VPN services to connect. You can even raise your VPN on the server so that you do not depend on anyone. Here is an instruction that will explain how to do it.
On the phone
For Android and iOS, there are a large number of VPN applications. Among the free and tested select Windscribe VPN and Browsec VPN.
There is nothing complicated in setting up a connection. To use a server in another country, click Connect. Other options for configuring VPN on the phone Layfhaker gathered in this material.
On the computer
If you use the desktop version of the messenger, then install TunnelBear, OpenVPN or Hola VPN on the computer. These programs have versions for Windows and Mac.
In the browser
To access the Web version of Telegram, you can install the Tor web browser, which by default bypasses any locks, or add a VPN extension to the browser.
Installing Telegram after uninstalling from the App Store and Google Play
Telegram was recently removed for a few days from the App Store. It did not become a problem: Lifehaker told about three ways to install Telegram on iOS not from the Apple application store.
If the messenger is removed only from the Russian segment of the App Store, then you can use an account with another country in the settings to enter the store.
Many users have learned to do this when installing the game Pokémon Go. It was available only in the US, New Zealand and Australia, but this did not prevent smartphone owners around the world from registering for free with the American Apple ID and quietly downloading the application on iOS.
With Android, everything is much easier. In the system settings, enable the addition of applications from unknown sources, and then download the messenger file and perform the installation.
